<div data-wrapper=true style="font-size:9pt;font-family:'Segoe UI','Helvetica Neue',sans-serif;"><span style="font-family:Arial,Helvetica,sans-serif;"><span style="font-size:12pt;"><span style="line-height:115%;"><span lang=EN-US style="line-height:115%;">The Blackstock Arena was first an outdoor rink constructed in 1937 and enclosed at an unknown date.  This single pad facility had refrigeration equipment added in 1960.  In 1988 a foyer/ linkage area was constructed with a basement that includes a dressing room, furnace room and electrical room.  Now, over 80 years since the original construction, the Blackstock Arena is both undersized and in poor condition. The estimated capital costs to maintain the arena in its current functional state (as an undersized, older arena) is $4.65 million. This estimate is being updated through a Building Condition Assessment planned for 2022.  A portion of this cost is related to the fact that the facility ice plant is a Freon based system, and the refrigerant is no longer available.  If this investment is not made, then the arena will reach a critical point in the next few years which will result in the closure of the arena. </span></span></span></span></div>
<div data-wrapper=true style="font-size:9pt;font-family:'Segoe UI','Helvetica Neue',sans-serif;"><br><span style="font-family:Arial,Helvetica,sans-serif;"><span style="font-size:12pt;"><span style="line-height:115%;">The replacement of the single pad arena at the Blackstock Recreation Complex was identified as the highest priority in 2018 Parks, Recreation and Culture Strategic Master Plan.</span></span></span></div>
<div data-wrapper=true style="font-size:9pt;font-family:'Segoe UI','Helvetica Neue',sans-serif;"><br><span style="font-family:Arial,Helvetica,sans-serif;"><span style="font-size:12pt;"><span style="line-height:115%;"><span style="background:white;"><span style="color:black;">In 2019, the Township completed a feasibility exercise to further establish the uses, options, design, capital cost and operational business case for the replacement of the Blackstock arena and expansion of the facilities at the Blackstock Recreation Complex. The total estimated cost was $22.7 million. The information was used to apply for a grant under the Investing in Canada Infrastructure Program (ICIP).  Unfortunately, the Township was not successful in obtaining the grant.</span></span></span></span><br><br><span style="font-size:12pt;"><span style="line-height:115%;"><span style="background:white;"><span style="color:black;">In 2021, the scope of work was reduced to just replacing the arena at a total cost of approximately $15.3 million and a grant application was submitted under the Green and Inclusive Community Building Grant.  Again, the grant application was unsuccessful.</span></span></span></span><br><br><span style="font-size:12pt;"><span style="line-height:115%;"><span style="line-height:115%;">The Township is continuing to monitor the demand for arenas and the condition of the Blackstock arena.  Should the demand for ice time continue as it has in pre-pandemic times, Scugog will continue to seek funding opportunities to replace this aging, under-sized arena.</span></span></span></span></div>

To do so, you'll need to follow a few steps outlined below. Once submitted, your request will be reviewed and assigned to the appropriate department, and the work is pending, assigned, or scheduled. In progress means we're on it. Estimated times to complete vary by request type. Sign in to receive communication email updates or visit the portal for updates.</span></span></span></p>

<p style="margin-left:32px;margin-bottom:13px;list-style-position:inside;"><span style="font-family:Arial,Helvetica,sans-serif;"><span style="font-size:12pt;"><span style="line-height:115%;"><strong>Option 1:</strong> Start typing the municipal address in the text box located in the upper right corner of the map.</span></span></span></p>
<p style="margin-left:32px;margin-bottom:13px;list-style-position:inside;"><strong><span style="font-family:Arial,Helvetica,sans-serif;"><span style="font-size:12pt;"><span style="line-height:115%;">Option 2: </span></span></span></strong><span style="font-family:Arial,Helvetica,sans-serif;"><span style="font-size:12pt;"><span style="line-height:115%;">Click on the map to drag it. Zoom in and out using the '+' and '-' buttons on the top left of the map. you can select 'Point', 'Polygon' or 'Intersection'.</span></span></span></p>

Will only work if you are at the correct location of the Service Request.</span></span></span></p>

If this is the case, we are already aware of the issue, and are working to resolve it. You can select an existing request and subscribe to receive updates, instead of creating a new one.' Or you can check the box with the message 'My request differs from the ones above. Continue with creating my request'. Then click 'Next'.</span></span></span></p>
<p style="margin-left:32px;margin-bottom:13px;list-style-position:inside;"><span style="font-family:Arial,Helvetica,sans-serif;"><span style="font-size:12pt;"><span style="line-height:115%;"><strong>Step 6:</strong> A Fillable form appears with drop downs. Required fields in this section are' please select your road issue type' and 'please specify your issue'. For example, 'Road Maintenance' is the road issue and 'pothole' is the specific issue. Description is optional unless you specify other than you are required to fill out the text box of 'Description/ Additional details'. It is optional to upload a picture in the 'Attach a file' then click 'Choose File' Select image and click open. Then Click next after you have filled out mandatory and optional fields.</span></span></span></p><br> </div>
