To access the Nonquon Water Pollution Control Plant Lagoons (the Lagoons) for bird watching, individuals must purchase a Birder Permit. The premises will be available for bird watchers from April 1 to October 31 every year, from dawn to dusk.

Obtaining a Birder Permit
Permits can be purchased for $16.00 by filling out the Birder Permit application form and proceeding with the payment.

Terms and Conditions
Permission is hereby given for the use of the Regional Property known as the Nonquon Lagoons, Port Perry (hereinafter defined as the “Premises”) on the date(s) specified, subject to the following conditions:
The Applicant acknowledges and agrees to use the premises only for the purpose of birdwatching. The Applicant must have the permit in their possession at all times when attending at the Premises. Each Birder will require their own individual permit. Permits are non-transferable and not to be shared. The permit will be in digital format in form of an e-mail. The approval email will act as the permit and may be printed and/or shown on a mobile device, if requested.
The Applicant covenants and agrees that nothing shall be done, omitted or permitted on or about the Premises that shall be, or result in, a nuisance.
In consideration of the Regional Municipality of Durham giving me consent to access the Nonquon Lagoons on land owned by the Region of Durham, I do hereby release and forever discharge the Regional Municipality of Durham, its agents and servants, from any and all actions, causes of action, claims and demands for damages, loss or injury, howsoever arising which may be sustained by myself, my agents or servants, as a result of entering upon the lands owned by the Region of Durham, and I hereby agree to indemnify and save harmless the Regional Municipality of Durham from any and all actions or causes of actions arising out of their granting me this consent.
The Applicant covenants and agrees to comply with all police, fire and sanitary policies/regulations imposed by any federal, provincial or municipal authorities, or made by fire insurance underwriters and agrees to observe and obey all governmental and municipal regulations/by-laws and other requirements governing the uses permitted on or about the Premises.
The Applicant covenants and agrees to keep the Premises in a clean and sanitary condition and agrees to be financially responsible for any and all repairs required as a result of the activities, of the Applicant, its servants, employees, agents, invitees or licensees and deemed necessary in the sole discretion of The Regional Municipality of Durham.
The Applicant acknowledges and agrees to be responsible for the pick-up and removal of all debris attributable to the Applicant arising from access to Nonquon Lagoons.
The Applicant acknowledges and agrees that the permit is $16.00 per season and shall be paid by debit, credit or cheque.
The Regional Municipality of Durham and its management reserves the right and authority to:
  • Enforce the above regulations, and any future regulations, and refuse admission to any person or groups of persons on any grounds whatsoever, and
  • Refuse the privilege of returning to the facility at any time to any person or groups of persons without prejudice to the Region of Durham. The Applicant hereby accepts the aforesaid regulations, together with any future regulations or policies that may be adopted by the Region of Durham from time to time.

Payment Options
Each Permit is $16.00 and can be purchased by making payment via mail, phone or in-person.

Payment by phone 
Following completion of the permit application, a representative will contact you to process your payment over the telephone. You will be required to provide your credit card information over the telephone to one of our representatives. Payments are only accepted by VISA or Mastercard. By selecting payment by phone; the applicant authorizes the Regional Municipality of Durham to charge the credit card provided in the amount of $16.00. I declare that I am authorized to provide credit card information of the credit card holder.

In-person payment 
Bring a printed copy of your completed permit application to one of the following locations to make a payment in person by debit, VISA, or MasterCard (cash is not accepted).

Payment by mail (personal cheque)
A personal cheque made payable to 'The Regional Municipality of Durham' and completed and printed permit application form will be required to be mailed to:

Directly following submission, you will receive an email confirmation with a copy of your completed application attached. This application is to accompany your payment which can be made in accordance with the payment options described above. Once your application and payment have been received, you will receive an email containing the access code to enter the premises. Please be sure to have this email or printed version of this email with you when you enter the premises.

Gaining Access to the Site
The Lagoons are located one road north of the Transfer Station on Concession 8 (Scugog Line 8) in Port Perry. Access to the Lagoons is from the east end of Concession 8 (Scugog Line 8) only as the bridge is out west of the lagoons. From Concession 8 (Scugog Line 8) via Simcoe Street or Old Simcoe Road, go west to the first gate on the south side of the road, which is a double gate with a small gate immediately beside it (opposite a brown bungalow). This small gate has a combination lock.
Please have your permit available for review when entering the premises. You should have received the access code once your Permit Application was processed and confirmation of payment was received. Please remember to close the gate behind you when you leave as it is not self-closing.
